Actually, there a key available for this already. In System Prefs,
choose "International" then the "Input Menu tab". It defaults to
Command-Space, which conflicts with the default for Spotlight, but you
can change the keys if you like. That will cycle you through the
various languages you have chosen to have in your Input menu.
