I think that's the point, we don't know exactly what's happening. According to Apple Insider, Voiceover is one of the major components that will be receiving updates, and is one of the core components Apple is urging beta testers to concentrate on. However, in typical Apple fashion, they're not telling what the changes are going to be. Must be something new, a major change, or both, otherwise they wouldn't be urging testers to test it so thoroughly. But as for what it is... we'll probably have to wait and see. Here's hoping that one of the things fixed are multi-select lists on the web.
