This is a good argument for learning the system shortcuts even where they overlap the VoiceOver commands. Just for future reference, Control-F2 accesses the menu bar. You could then use the arrow keys to navigate to Shutdown without using the VO-keys. Control-F8 access the Status menu. Control-F3 access the Dock. And my personal favorite shortcut because it doesn't have a VO equivalent, Control-F5 drops you into the current window's toolbar. HTH. :)
