In addition to Josh's comments below, on a Apple laptop, you can press the power button once and a dialog will appear asking whether you'd like to Shutdown, Restart, Cancel or put the unit to Sleep. You can press "r" to restart, "s" to put it to Sleep, ESC to Cancel and return to Shutdown.

This is a good argument for learning the system shortcuts even where they overlap the VoiceOver commands. Just for future reference, Control-F2 accesses the menu bar. You could then use the arrow keys to navigate to Shutdown without using the VO-keys. Control-F8 access the Status menu. Control-F3 access the Dock. And my personal favorite shortcut because it doesn't have a VO equivalent, Control- F5 drops you into the current window's toolbar. HTH. :)
