Ok, that was what I was doing dispite the fact I entered the Mac address 
into the reservation field and gave it an ip address.  I was giving the 
airport express an id, but I may be better off connecting through ethernet 
to get it configured.

Hi David,

YOur AE has both a MAC Address and an Airport ID.  The MAC Address is
for the ethernet port and the Airport ID is for the wireless address.
I may have been unclear with that part before.  The Airport ID is the
one that you need to make available to the NetGear router when joining
wirelessly.
