Just to check, have you updated your non-Apple wireless router to the 
latest firmware?  From MacFixIt:

Also, I'm surprised that you were having difficulty changing to your 
encryption scheme.  (I assume you were trying to use WEP, from your
message).  Could this be a problem in the format you were using to
enter your encryption code?  The first time I tried this I was confused
by the fact that this can be entered either in ASCII or HEX format, and
that different systems might use different default formats.  See the
Apple Document:  "AirPort, Time Capsule: Joining an Encrypted

If you are getting choppy signals, try turning your IPv6 settings off
as described in this MacFixIt mini-tutorial:

I should add that I've never had to do any of these things for my
AirPort Express.  The most I've had to do is cycle power if the
connection dropped.
