Gather from where? Your statement assumes following the Apple Accessibility API is straightforward for web content and functionality that hasn't been introduced to WebKit yet, that the Apple Accessibility API has everything required, and that VoiceOver is bugfree.

Note the mention of acknowledged but unfixed bugs in VoiceOver.
