and imagine changing all settings in files & gui when a new version comes out (it's risky to copy them over - some things might have changed), so configuration export/import tool would help a lot (issue 26214)

A full configuration export/import tool with all the bells and whistles you describe would be a *lot* of work for limited benefit.

Usually OOo should take care of this. OOo2.0 will offer a migration of
user data from OOo1.1 to OOo2.0. Here "risky" or obsolete parts are omitted.

yep, this is good for upgrades,

So that is what should be used for upgrades.

but what about migrating to another machine ?

User configuration is stored in a limited set of files. To migrate stuff to another machine you could simply copy up all relevant files to the other machine. For the configuration settings database there even is a (commandline) tool that allows importing configuration files into an existing configuration database, which will import single settings and leave existing settings in the destination installation unchanged otherwise.

the same config in his laptop (which, unfortunately, has different oo.org version...).

If you need two instances in sync, they should have the same (majpr) version. Otherwise much more will be different than just In most cases configuration data should be compatible between minor versions.

additionally, i like to keep several versions of oo.org, but i would like to configure only a single instance and then easily and safely migrate these settings to other machines/instances.

For StarOffice there even is a tool where you can setup preferences in a central directory (using a webbased frontend) and have them apply those to all your instances or even to groups of people or machines.
