It seems to me that the crux of this problem is the OO.o is a integrated
product.  MSO is a collection of products.  Try to open a file in Excel
that isn't suitable and you will either get rubbish or an error.  Same with
Word.  OO.o, as an integrated product has to work out the best way to
open a file and, as I found with my sort-of-Unicode CSV file, it may not
do what you want.  In this case it would only open it in Writer.  It think
that OO.o really needs an Open As/With option of some kind to force
the user's choice.

As an experiment, I opened the sort-of-Unicode CSV file in Excel.
Excel complained, but did open it. I added a new row in Excel and
saved it.  Now, OO.o will open it in Calc!

So I think I would support Mathias here.  The list box filters the file list.
If the selected file does not have a defined OO.o extension, then OO.o
needs to ask the user which OO.o application should open it.  And
maybe in Options there should be a way to associate extensions with
applications to prevent tiresome questioning of the user every time they
want to open a file with a well known extension, like .csv or .xls.
