Well, "website" is a "project", and the lead is Louis. The reasons why 
people don't have access to the website are not infrastructural, nor are 
the reasons why they don't feel they have influence. So here we are 
talking about a project that is not working out.

In general, the council is not supposed to intervene in projects, except 
in extreme circunstances. And when it does, it's ugly. The most recent 
time the council intervened on a particular project was when Sam Hiser was 
removed as marketing lead. And I think it's fair to say it was ugly.

Given this, what do you suggest?
