yes it has, just make a search on the mailing list archives, I think
clipart was made from the OOo community members and a big debated was
handled about it since it seems some leaders didn't want the clipart to
integrate to the instalation of OOo.
then again if you look at the end of OpenClipart site they mention
OpenOffice.org
