The new EULA that comes with CF9 allows you to use the same license key for development and QA servers that you would on the production server. Sounds like you might only need 1 ent license because of the new EULA changes. That's not to be confused with the "developer" license which is and has been free. Simply let the trial expire with a license and it becomes a developer edition which allows only 2 ips and the local address to access the instance.
