I've also tried creating a new project (cf) and then using Ctrl+N to run
the wizard.  At the last dialog box, select Existing Flex Project.  Then
press Finish.  The wizard just blinks and doesn't do anything.

I have about 25 projects (deleted from Flex Builder 2) but still in the
file system.  I don't want to have to move these.  They are active

I have had this happen. If you have deleted the project from Flex, but
not the files, Flex Builder will still "see" the projects.  And if you
have tried to place the new project within one of the old projects, it
will see your action as "overlapping" an existing project.  Or better
yet, if you have  selected a directory higher in the root, you are also
"overlapping" another project at a top-down view. 
 
If you have deleted the projects along with the files, I would have to
pick around a bit more for the answer.
