I have been in your situation before where the client pulls out hardware
from the dark ages and wants you to make it into something great.
However you need to remember that sometimes your reputation is running
on this graveyard-ready hardware. That client can tell others that what
you setup failed and they never have to say why for it to effect you .
Usually it's because they are tight and can't bear to part with
equipment that "works". Usually they are more than capable of affording
solid used hardware that is more suited to the job. In this situation I
would stand firm and tell them (nicely) that it is simply not fully
capable of doing the job well, and I do not want to stake my reputation
on flaky hardware. If the client does not understand that then I would
discuss why. Do not misunderstand me, I do not blame the software, I
love pfsense and most all projects like this. It's completely the
hardware I wonder about. Especially when I agree that solid hardware can
be had for $75-100 from local places or ebay.
