We are giving people a formal stamp. Anyone who would like a formal position
will get it. Just ask. The problem is lack of volunteers, not lack of
positions.

Did you try getting a PR person and couldn't get one?

This will make gathering the general assembly almost impossible, not to
mention most yedidim don't want to be members.

Ok, then lets send emails to all the yedidim asking them to join in as full members.

People are leaving Hamakor because of too much administrativa on the
mailing lists and few activity. Guess who supports that. I personally know
of at least 3 people who did not renew because of "all the spam" as they put
it.

Somehow I have a feeling they ment flame wars in the sort of Elad's case or the arguments on w2l list.
We already had that discussion, the moral of people in Hamakor is very low, more than one person I talked too
claimed Hamakor is irrelevent. And that actualy being a member in it does not good because it is only needed for money matters.
So why would people join? When was the last time anyone actualy tried to convice people to join? Like join hamakor to help us be
a big org so our voice would have more weight or something similar?
I'm doing my best to find ideas to up moral and get people more active and passionate about it.
Instead of trying to enter this meta thing to every second discussion how about helping to get good ideas?
If you think my ideas are bad I'll be happy to hear new good ones and would be happy to contribute in making them come true.

Wrong. As a person who actually was on the board - the board is not for
"doing work" it's for making decisions. If you have 5 members on the board,
to move anything you need 3 votes instead of 2, which makes it much harder
to agree on anything, not to mention we don't have 5 volunteers for board.
I propose the opposite - nominate a chairperson who will have to authority
to pass ideas, unless opposed by the two other board members.

No, the board should act, what's making descions?
The board should not be a passive body but an active one.
And if you insist the board should be passive then we need some other body that would be active.
That partly what cause the lack of moral and energy in the community IMOH. People need leadership
and leadership is not telling people what to do.
And yea I think that people don't want to run for the board because a lot of people I talked to view the board as boring grey job
and not as something which actually have affect or give you the power to act and change.

The problem is nobody is running for these jobs, and we DID ask for
volunteers. I asked several times for volunteers for secretary and bursar,
and go no reply.

Right,  chose the  most  boring  mondain  job to start with.
How about looking for volunteers for more intresting positions like PR , goverment activist and so on?
Just look how successful it is in the School part. We can easily be as successful in universaty, pushing translations
guiding old people and coordinating with various bodies like charity freedom forums and so on.
