I'm not a core developer, but my perspective on the matter is, why? Branches in Django's SVN are usually either from core developers or other individuals working on projects specifically endorsed, and mentored by core developers (such as GSOC). As such I think the most sensible course of action would be to work on an external repo, on something like github, bitbucket, or google code.
