How do I reliable identify mailing-lists? Where is a definition?

There isn't any simple mechanical method, since anything mechanical that a list can do, a spammer can do.

A typical approach is to look for mail with technical characteristics of mail, e.g. List-ID headers or VERP bounce addresses, and then look to see what people download or open (good) or discard or report as spam (bad).

I think you will find that the number of hosts that send real mailing list mail, as opposed to ESPs sending broadcast mail, is small enough that it's not hard to manage the whitelist manually.
