We have already done the requirements part. One source of the fuzz has been 
that we got no definitive "DMM architecture" so far.. but IETF is not supposed 
to work on architectures per se but on protocols.

There are LTE deployments using PMIP. Nation wide even. While not hugely 
popular, there are still serious commercial deployments.

DMM solutions are not predefined to be a (P)MIP extensions.
