I know you can write drafts :-) We do have solution drafts. You should also compete with your draft. I think the charter is in no way prescribing a design team type of approach and that makes sense because we already have solution proposals and we certainly may have more. In this step we need to scrutinize all the solution drafts and eventually try to get consensus on one on which we can further work as a group to build the final solution. I saw a lot of discussion in this thread. That is a good sign.
