If I'm not mistaken Wave Surgeon is more of a sample editor like SoundForge, and Recycle is more a tool to easily chop up breakbeats.
Btw, I see you're using Fruity Loops, which is a great tool, but I gotta give you this tip. Get yourself a good set of samples before you start programming those beats.
