No, it just prevents direct child-parent interaction.

There's nothing to stop a registrar from polling the zones it sponsors and 
sending EPP commands back to the registry if there are changes to make.

I agree that the topic at hand is a technical DNS issue, not a registry policy 
issue, and that if we run up against policy roadblocks we're probably doing it 
wrong.
