Thanks for the pointers to the referencing requirements docs.

If the IESG decision is "no further work on RDNSS configuration will be
chartered", the two drafts won't be progressed and published.  Not a huge
issue; I'd just like us to consider the potential benefits of archiving this
process...

Indeed, it is not necessary to publish it for this purpose.  The IESG
can and often does approve documents which have normative references
as still I-Ds, or documents which have slightly similar circular
dependencies.  Then the all the documents will just wait in the
RFC-editor pool until all the required circular dependencies have
entered the pool.

Unfortunately, I don't think much of this is definitely documented.
draft-ymbk-downref-02.txt gives the guidelines for issue (1). For
issue (1), there's some information in
draft-rfc-editor-rfc2223bis-07.txt.
