I get your point… but I’m also trying to keep the post understandable in
simple terms.  And to the users out on Comcasts network, from *their*
perspective, Comcast *was* blocking HBO’s site.

FWIW, I agree with Shumon. "Blocking" is loaded language on layer 9, and not technically correct. His proposed language was a bit technical though. So how about something like, "Customers on Comcast's networks were not able to reach that web site due to a configuration error on HBO's part."
