The bug report seems quite clear to me. It's saying that by having a 
description of all the new features in the 2.4 branch as a whole under a title 
that names a specific minor release is misleading. To this day the project home 
page implies that "Loadable MPMs, major improvements to OCSP support" and so 
forth, are features newly introduced in 2.4.18.

The issue could be fixed simply be reworking this sentence:

This version of httpd is a major release of the 2.4 stable branch, and 
represents the best available version of Apache HTTP Server. New features 
include Loadable MPMs, major improvements to OCSP support, mod_lua, Dynamic 
Reverse Proxy configuration, Improved Authentication/Authorization, FastCGI 
Proxy, New Expression Parser, and a Small Object Caching API.

This version of httpd is a *patch level* release of the 2.4 stable branch, and 
represents the best available version of Apache HTTP Server. New features *in 
the 2.4 branch* include Loadable MPMs, major improvements to OCSP support, 
mod_lua, Dynamic Reverse Proxy configuration, Improved 
Authentication/Authorization, FastCGI Proxy, New Expression Parser, and a Small 
Object Caching API.
