A condensed list, CHANGES_2.2.31 includes only those changes introduced since the prior 2.2 release. A summary of all of the security vulnerabilities addressed in this and earlier releases is available:" Including the list of changes in the Announcement itself seems like overkill. The announcement is to describe *that patch release* and not the entire Major/Minor release itself, which is adequately described elsewhere.
