Why does this specify "latest GA release"? Is there a latest non-GA release of
the 2.4 branch which is not 2.4.18?

The first step is to determine which of these terms are proper ways to refer to
Apache HTTP Server. "Apache HTTP Server" is fine, but I do not think the
foundation would condone using "Apache" as a synonym. Those terms which are
considered improper should just be removed from the page.
Those who are considered fine should indeed be mentioned. The introduction
already contains one:
