Perhaps you have to create a new user/password on the NAS explicitly for
FTPS/SFTP access, or allow an existing user use of it?

If I do, I can't find how to do it.

Port 21 is unencrypted/plain text FTP access. Port 22 is SSH and SFTP, so why even bother with FTPS which uses another port 990/tcp with control channel 989/tcp? You should be able to add a user with ssh access and use sftp via WinSCP or filezilla.
