Port 21 is unencrypted/plain text FTP access. Port 22 is SSH and SFTP,
so why even bother with FTPS which uses another port 990/tcp with
control channel 989/tcp? You should be able to add a user with ssh
access and use sftp via WinSCP or filezilla.
