That did it!  I downloaded and installed 4.0.0.8 and it's working fine; that is 
it's fully 
functional with both audio *and* video.

>     sudo dpkg -i skype*.deb

Well actually, I single clicked on the downloaded .deb file, which launched the 
Package 
Installer.  After the package had been installed, I went into Muon, (which is 
now the default 
Package Manager in Kubuntu, (and presumably Ubuntu)) and marked the package as 
locked to 
stop the Upgrade Manager nagging me about a new version being available.
