Yes, it would, I forgot you'd moved up to the latest 13.04 release of
Ubuntu, sorry.

You're probably getting the package from
http://archive.canonical.com/ubuntu/pool/partner/s/skype/.  You could
uninstall skype in the normal way, skype-bin should go too, then
download a skype .deb and matching skype-bin .deb from there to a new
directory and try installing them with

    sudo dpkg -i skype*.deb

All at your own risk, naturally.  :-)
