It's the David and Goliath syndrome. Second class, secondary usage, it's all the same. BPL translates into big bucks. It's not going to go away. For now be happy that the FCC hasn't auctioned off our entire HF spectrum. We should all see the handwriting on the wall. It's plainly stated "Dont cause them any interference".

I think the ARRL saw the handwriting on the wall, and this may explain the new emphasis on
WINLINK, PACTOR in the proposed bandplan the ARRL is considering that appears destined
to radically change how we operate.
