Its normal for the tube to glow and the glow varies with the amount of regulation needed.
2nd question, by all means turn off the radio when not in use, what is the point in leaving it run for long periods of time when not being used. The radio was designed to be shut off, thus the off-on power switch. Tubes have a definite life cycle and are rated to function for a certain number of hours before failing, usually thousands of hours. But like a light bulb, they will eventually fail due to use. The excessive heat alone could due more damage than the stress of turning the radio on and off. There is a certain amount of circuit and tube stress when turning on and off the radio, but if that were to occur, its a safe bet the failure was ready to happen anyway.
