Look at the schematic.  Adjusting r 106 will adjust the delay.  This is a
stock 3.3 M resistor, increasing it will increase the delay.  I have done
this before and it brings the control in line that the same setting on the
antivox control is good for both cw and ssb.  apparently, not all radios
need this change to bring both cw and ssb into line with the delay.

I "feel your pain" on this problem.   What I finally did was follow a little
paragraph "ditty" in the TR-4C's manual (and Ron Baker's suggestion) and
added a small manual "on-off" switch plugged into the mike socket.  It works
for me.
 
Like you, I found it VERY annoying having the CW/VOX relay "drop-out"
practically between characters.

Playing with a nice TR4 here and wondering if there is a way to extend the
delay when using CW mode.  I see very little difference from CCW to CW on
the VOX control in CW although it works fine in SSB. 
Would like to lengthen the drop out time without messing up the VOX level
control.
