Reseating the boards was a great suggestion, because I noticed some
pretty warm components on the PS board after shutting everything down.
Turns out there is not +25V to the VCO, which would explain quite a
bit. I'm not that familiar with DC-to-DC converters, so I'll need to
study this some more. I did notice that all the "hot" components are
on the 10V side of the transformer. I'll probably start checking for
shorted caps and go from there.
