I believe he said that he had tried another AC-4.? If not, that is certainly the first suspect! Perhaps I have confused one of the other (five) problems I've got working... :-)

Lou, if I did confuse this, definitely try either another supply or at least bridge a suitable cap on the LV supply. If you are able to set the idle current correctly the BIAS supply is probably ok. If this IS the problem, get and install the AC-4R 'upgrade' kit from the Heathkit Shop. Solves, (and avoids,) many unpleasant problems!
