Couldn't you scan them and upload them with the item keeping them together?
Just setting a restriction on the view similar to the existing license?

Subject: Re: System for storing IR license agreement?

Hi David,

We are thinking of a separate workflow for mediated deposits, in which authors
send us their publication lists, articles, etc. and library staff check
copyrights, create metadata, and deposit their materials to DSpace. Authors
therefore will not be interacting with the DSpace web submission form, and we
will need to collect and track their license agreement separately.
