TBH, I think the opposite.  I've tested moving the profiles up and it continues 
to support only building the modules you need to have active.  this is great 
for tuning the maven build to only the modules you need activated, for 
instance, we can turn off building JSPUI, OAI, LNI and SWORD directly in the 
IDEA Maven dialog window if all we are building/testing is XMLUI.
