While I agree that this is an issue, I have a suspicion that this is how the advanced form is supposed to work. The options you selected meant: make this item embargoed for Administrators, leave it as-is (=public) for everyone else.
The advanced embargo form appears to be for a use case such as "Make this accessible immediately for Administrators + Staff; embargo it for everyone else until [date]". In this case you would set two policies on the "Access" page:
- Create policy for group "Staff" and choose "item will be visible once accepted"
- Click "confirm & add another"
- Create policy for group "Anonymous" and choose "Embargo Access until Specific Date" + choose date
You could create a 3rd policy for the Administrator group, replicating the Staff policy -- but admins always have access anyway, so this isn't necessary I believe.
So this may "just" be a matter of documentation -- though to be honest, it took me four attempts and two careful read-overs of the documentation till I got to this understanding, so perhaps we should think about improving the user experience on this screen.

This issue only seems to occur when the Advanced Forms are enabled.
xmlui.submission.restrictstep.enableAdvancedForm=true.
(Simple forms work fine)
To replicate the error:
1. Enable advanced forms (as described above)
2. Start a submission
3. On the "Access" page, add an embargo with a "Administrator" group (set whatever date you want)
