Andrea: I like your proposed redesign (based on the current behavior). It definitely clears up how the Group Policies function. One minor addition: I wonder if we should add an explanatory note saying something like (feel free to tweak the language): "In order to embargo an item, you must create a group policy that specifies that the Anonymous group can only access this item after a specified date has passed." Another minor tweak, if we plan to implement this UI cleanup right away, we should also limit the "Policy Name" field to "maxlength=30" (which would fix DS-1707). It'd be nice to minimally get this UI redesign into 4.0 as a bug-fix. I'd be glad to help test things out and review, if you think you'd have time to work on this. Let me know.

This issue only seems to occur when the Advanced Forms are enabled. xmlui.submission.restrictstep.enableAdvancedForm=true. (Simple forms work fine) To replicate the error: 1.
