Hi Tim,
here's a pull request: https://github.com/DSpace/DSpace/pull/353 It addresses this issue plus DS-1706 and DS-1707.
It'd be great if you could test this with master. I've only tested it with dspace-3.2 since I had problems building master this morning.
The review section (which fixes DS-1706) could still do with some improvement; right now it looks ugly when there is no name, start date, end date. It still doesn't list per-bitstream policies that may have been set up using the UploadWithEmbargo step. Perhaps the review section should just say "5 group policies have been set up for the item and 3 group policies have been set up for bitstreams of the item" or something along those lines?

This issue only seems to occur when the Advanced Forms are enabled.
xmlui.submission.restrictstep.enableAdvancedForm=true.
(Simple forms work fine)
To replicate the error:
1. Enable advanced forms (as described above)
2. Start a submission
3. On the "Access" page, add an embargo with a "Administrator" group (set whatever date you want)
