My assumption was the same as yours initially Tim, so yes I fully agree about the redesign! As a first step, perhaps we should select "Anonymous" by default rather than "Administrator" for the group. Then at least the options selected by default (group: Anonymous; setting: will be visible once accepted) correspond to the default behaviour. Also we could change the wording in the Visible/Embargoed section to clarify that this applies to the selected group. I'm also unsure about the location of the "Private item" checkbox -- right now the policies are listed first, then we get the private item checkbox under the same headings as the policy fields. However, the "private" status is a global flag (global at item level) while everything else under that heading will go into a single policy. (Well the more I look at what it means for an item to be private, the more confused I get, but that's a different issue.) Note that this is the "advanced" access step; the "simple" access step (disabled by default) gives a better user experience: https://wiki.duraspace.org/display/DSDOC3x/Embargo#Embargo-AccessStep I'm currently upgrading 'my' repositories to 3.x (bit behind, I know) but this code doesn't appear to have changed since then. I'm going to have a crack at reshuffling the UI for this step to see if it improves.

This issue only seems to occur when the Advanced Forms are enabled. xmlui.submission.restrictstep.enableAdvancedForm=true. (Simple forms work fine) To replicate the error: 1.
