One of the issues with the current software is the deletion of records. If the trust server has a record that needs to be deleted, then it sends a delete request out to all systems. The problem is that if you have a system that is offline for 3 months, then you must keep the delete records around for at least that long. This means that you have to keep sending a really big and growing delete list to all repeaters all the time. It's the way many commercial directories work. If a copy of the directory is offline for over X days, that copy becomes non-functional and the rest of the system won't let it rejoin.

Yes there are a number of gateways that do go offline and that is an existing issue. Plus, the amount of work needed to uninstall, notify the trust team, and then reinstall, and notify the trust team is pretty insignificant.
