Scott You forget one important, pertinent fact.
It Doesn't Work. It is supposed to work, but it doesn't. You CANNOT have devolved trust servers at the moment in the Icom network. The pc_startipaddr must be unique. If you have two, disconnected trust domains, then registering the same station in two locations could result in clashes in the start_ipaddr. That would break G2 routing even if you pre-cached the GIP table. I repeat - there is no EU trust server. There are a group of experimenters in Germany, but there is no EU-wide Trust Server. 99% of D-Star repeaters in Europe that are Internet connected are homed to the G2 Trust server run by the K5TIT team. That is what creats a cohesive network. If there are pockets of disconnected Trust Servers as you advocate, then there will be no way of communicating using G2 routing between those domains. Building isolated trust domains is wrong, and we'll end up with yet-another IP overlay like D-Plus, D-Extra, IRLP, Echolink, eQSO, etc, etc. A smaller and smaller Amateur community, more and more disconnected from each other. I have no problem with the technicalities of what you are doing. But your assertions that what the Amateur community want are smaller and smaller pockets of local connectivity are just plain wrong. It's like having multiple telephone networks where you can only call someone on the same network that you are connected to, but not knowing that until you dial their number and nothing happens.
