I've run it with a 56k modem, it's definately a lot better than the internal
14.4, but I don't have a 28.8 external so I can't say how much 56k over 28.8
helps.

I still use good old Netscape 3.0 when I do use it online, which isn't much
anymore. NS3 does everything I need it to do (my ISPs webmail, etc). If you
need something more modern, IE4.5 and IE5 still run decently, and
Communicator is usable but painful at times. I haven't gotten around to
trying iCab, but I've heard good things about it.

I run 8.6, which is surprisingly snappy. I recently went back to 8.1 briefly
and it was nice, but I'm too used to some of the little niceties of 8.6. If
you have 8.1, it's probably best to stick with it.

Haven't tried these, but heard good things about both. Probably depends on
how much real RAM you have.
