Glenn, I've had this exact same thing happen to me on my 9500 as well, it's been awhile since I 'fixed' it but I seem to remember the cure involved deleting a pref or two.
Try this - startup with extensions off, open your system folder and drag the Prefs folder out to the desktop. Reboot and see if it that cured the problem. If so, then I reckon you'll have to figure out which pref is the troublesome one. It obviously has to do with something the Finder or a background process is doing as the desktop starts up, for example Filesharing (though I don't think it's that, you did say Filesharing's not on, right?) Hmm, are you familier with MacsBug? I'm not really, but this looks like the perfect place to try it out. Put MacsBug loose into the System Folder, then when it locks up hit cmd-power to enter MacsBug. Even a MacsBug newbie may be able to spot some obvious problem . . .
