In a different way, i was going to suggest that file association is
incorrect.  "reg" extension should be automatically associated with regedit
program, and it sounds like it is not..

selecting open with on the right click menu, then browse to regedit in
windows folders, would do the same as whatPeter suggests..

Easy one.
Close DX Base.

click Start->Run. In the box type regedit and press ENTER (you can also
use regedt32 if you wish).

When the program opens, click FILE, then IMPORT. Navigate to your
registration file and hit press OPEN and that should be that. You may get
a message asking if you want to merge the file into your registry - I've
seen it happen with and without the message.

That's all there is. restart DX Base and you should have it working
normally.
