Yes, IDEA will support modules starting from the next version. This does not mean that we'll open the APIs, but at least different modules will be separately downloadable and activatable. We are very much interested in keeping IDEA as clean as it is now (not everywhere though), and it requires much more attention to the api design so the modules completely integrate into the IDE not cluttering the UI like in other products.
Our strategy for this is first to make the module support and supply the modules for current extensions like Ant, SourceSafe and so on. Then we'll start opening APIs to the limited audience, probably a special program based on EAP. After polishing the APIs, we'll open them for everyone.
