I, too, immediately thought "Emacs" before I got halfway through
the message. Can't stand the damn thing (but that's a religious
debate, isn't it? ;-) . Do _not_ waste time on this.
If you have that many mnemonics, you need to rethink their use.
Only simple, easy-to-understand or common mnemonics should be
used. A keystroke for every refactoring, for example, is way
too much overkill.
If I needed two keystrokes (or more) to invoke a command, I
would use Alt+(menu mnemonic), followed by the mnemonic for
the individual menu command. Please, please, please, keep it
simple and straight-forward!
