Most actions are mapped to a sequence of 2 or 3 - rarely more - words :

I suggest installing a 2nd shortcut mode :
[Ctrl-Shift] + first letters of each word
Ex.
[Ctrl-Shift, I] + V ==> Introduce Variable
[Ctrl-Shift, M] + M ==> Move Member
[Ctrl-Shift, R] + T + Q ==> Replace Temp with Query
...
When a sequence in included in a longer one, we could use a terminating key
[Ctrl-Shift, I] + [Ctrl-Shift] ==> Inline
