I have the Chinese IME installed (for entry of Chinese), but the
system language is English, and none of the filenames anywhere on my
system have non-ASCII characters in them.  Java thinks the locale is
en_AU.

I haven't installed any other plugins, nor have I installed any
software development related software except for Eclipse, WTK and
EclipseME.

Some notes:

 - I hand-typed the path into the EclipseME search dir control, but
browsing for the dir does the same thing.
 - Hitting Browse seems to search the dirs ok, pausing noticably on
d:\Program Files\WTK25\bin
 - After the plugin fails to find an emulator, I click on Refresh.
The first click of refresh does nothing.  The second click on Refresh
searches the same dirs.  Might the non-functional first click be
indicating something?
 - The "Finish" button is active, but doesn't do anything.  If the
dialog doesn't have enough to finish, the button shouldn't be active.
 - In the cmd show, click on the nav bar at the bottom to find
particular places.
 - I have cygwin in my path ahead of a bunch of other stuff.  Could
that be doing it?  (I'll try taking it out)
 - In the dir of D:\Program Files\WTK25\bin, there's an emulator.exe
and an emulator.bat.  Could the .bat file be messing things up?

I'm hoping that maybe you can see something here that I've missed.
