Had a bit of a breakthrough.

I went into Window > Preferences > J2ME > Device Management > Import.
If I specify "D:\Program Files\WTK25" as the path, the import fails as
discussed.  If however I specify "D:\Progra~1\WTK25" (the same place,
but using its DOS 8.3 compatible name), the import finds the four
devices!

Clearly, it's something to do with the space in "Program Files".

Ok, that gets me off and running, but others who unwittingly install
the WTK in a dir with a space in the name (two others bothered to
report it, probably many others didn't) will be in the same situation.

Anything I can do to help resolve this for others in the future?
